This is the sea-lettuce stuff that is getting in the way of a perfect Olympic sailing environment out in Qingdao. I don’t know what the stuff is called in colloquial language but in scientific parlance it’s known as “Enteromorpha clathrata (Roth) Greville” whatever the hell that means.
